Weyburn's Development Levy Bylaw has had many readings and lots of discussions. It was once again on city council's agenda, this time for a public hearing.

"As a citizen and a taxpayer I encourage council to make very sure they are confident in their interpretation and the implications of this bylaw," says Pat Maloney, Weyburn resident that spoke during the public hearing.

The bylaw is tricky as so many factors and scenarios are relevant to the development levy fee.

"Each of these is being dealt with on a case by case basis and looking at the scope of the development," says Weyburn City Manager Roy Hardy. "That allows the development officer and council some flexibility in terms of how they look at this."

Another speaker, Chandel Clark, mentioned that developers put a lot of time and effort into planning and that this bylaw requires further clarification. A structure and base fee to give developers an idea of what they will be paying would be ideal. Defining the exact parameters around unserviced versus serviced lots as well as guidelines for residential versus commercial properties was asked for as well.

"Everyone seems to be different so we get thrown another twist which is great because we do want to make this right," says Weyburn City Councillor Jeff Chessall.

City council will be completing a second reading of the bylaw on January 8th at city council and will work to perfect the bylaw as much as possible. City council will also be posting videos once the bylaw is passed to explain all the information thoroughly to Weyburn residents.
